Dude I don't understand the helicopters with the speakers but that was damn funny and very well animated. (And I've never played GTA so maybe I didn't get it all)

very good

Very dramatic and action filled. I could see it being a LOT better if some things were cleaned up or changed, but you can't judge something for what it could have been, so it's all good. (Reminds me of Matrix fights in some ways as well)

Potential and stuff +

That was very funny :)
Since there's so much dialogue and it lasts a while, I'd strongly advise using music or something to hide that fuzzy-sound that all flash animations have, and help tie events together. Also, consider addding mouths to people when they're not talking.

Other then that, good script & funny.
